Question 1: The technical parameters for Topic 1 under section I.B of the FOA indicate that “…a demonstration of reliable delivery at ≥10 kg H2/hr” is required. For technologies such as electrochemical compression, which are inherently scalable for hydrogen throughput, would a demonstration at less than this throughput be acceptable?
Answer 1:

A demonstration of reliable delivery at ≥10 kg H2/hr is required for all compression technologies.

Question 2: Page 25 references “2 pages per resume max”, while page 29 states “Applicants are required to submit one-page resumes”; would you please clarify?
Answer 2: Resumes are to be a maximum of two pages. Please submit one-page resumes, with a max of two pages, for all key participants.
Question 3: Our organization is leading several team members in responding to this FOA: DE-FOA-0000821.  Two of our potential team members are foreign companies.  Could you please clarify the requirements or the rules for the cost share from these foreign companies.
Answer 3: Please refer to Section III.  B.  of the FOA for cost share requirements.  These requirements apply to all entities, whether domestic or foreign.
Question 4: As a faculty member, I would like to use my academic release time as part of the cost share. I am wondering can I use the sum of salary, fringe benefit, and F&A as the cost share?
Answer 4: The DOE will not make individual determinations of cost share eligibility prior to conducting a detailed review of the budget during the application review stage.  As indicated in Section IV I. 1. of the FOA, all expenditures must be allowable, allocable and reasonable in accordance with the applicable Federal cost principles. 
Question 5: The last task listed in the SOPO application document says “Task X.0 Project Management and Reporting (Optional paragraph, per discussion with the DOE Project Officer)”. Are you the person to contact regarding whether or not this task should be included in the SOPO write up? If not, please let me know whether or not you know who should be contacted. If you are the right person to contact, should that task be included in our SOPO?
Answer 5: Please include “Task X.0  Project Management and Reporting”  in the SOPO write up.  Please refer to Section VI.C.12  of the FOA for an overview of the reporting requirements for awards resulting from this FOA.  This task can be further clarified during award negotiations.
Question 6: Why did the Replies to Reviewer Comments submittal deadline change?
Answer 6: This date was changed in order to accommodate a shorter merit review process. The applicant will still have the same amount of time to respond to reviewer comments, as indicated in Section of IV. F. of the FOA.
Question 7: I did not meet the 9 Dec 2013 5pm deadline for a Concept paper. I would like to here and now request special waiver permission for the first of these deadlines in order to prepare a submission for the 14 Feb 2014 deadline.
Answer 7: Please see Section III.C of the FOA.  Applicants must submit a Concept Paper by the due date listed in the FOA to be eligible to submit a Full Application. No waivers of this requirement will be granted.
