Question 1: has the application been uploaded for this? IT shows a deadline of April 10, 2014

Question 2: The information under eligible applicants is unclear for DE-FOA-0000982 on wind energy.  Are applicants ONLY from the Colorado region welcomed to apply or is it just that the Golden, CO office is processing the applications?  Also – the notice indicates this opportunity is currently unfunded. Will it be funded and when?

Question 3: It would be great if we could set up a meeting where we could talk this through. We would propose teaming up with one of the larger OEM’s to participate in the full and final development of this tower and get one installed in the US and prove that what we have been working on for the past 10 years can be done on a large scale.

Question 5: 1. Is the grant opportunity focused on a specific region of the country, or industry sector? 2. Would it be possible to access examples of similar applicants/projects that were successfully funded in previous funding cycles in this area.
Answer 5:

1.     Technology concepts are sought that are of specific benefit to the utility-scale (>1 MW) land-based wind industry and can serve as wide a geographic range of the U.S. as possible.

2.     DOE has previously funded a limited number of similar investments through its Small Business Innovation Research (SBIR) program. One such concept was with Wind Tower Systems, and more information can be found on the DOE website here:  (http://energy.gov/articles/small-business-innovation-research-grant-helps-propel-innovative-wind-energy-small-business).

Question 6: Could we suggest a new concept that uses both higher and lower wind resources to lower the cost?
Answer 6: DOE cannot provide advice on whether an application should be submitted. Please carefully review Section I of the FOA document here - https://eere-exchange.energy.gov/ - to determine whether your concept fits the “Area of Interest” of the FOA.
Question 7: How will in-kind cost share in the form of personnel costs be verified in the case of self-employed independent consultant?
Answer 7:

In the case of in-kind cost share, the consultant will be volunteering their services to the project, and will not be receiving any compensation for the work.  The cost share will be verified when the Recipient receives their required annual audit and/or by DOE Project Managers during site visits.  The cost share will be verified based on the required documentation described below. See Appendix B – Cost Share Information within the FOA for more information on Cost Share.  The following excerpts from Appendix B are in reference to in-kind cost share.

 

Valuing and Documenting Contributions

  • Valuing volunteer services. Volunteer services furnished by professional and technical personnel, consultants, and other skilled and unskilled labor may be counted as cost sharing or matching if the service is an integral and necessary part of an approved project or program. Rates for volunteer services must be consistent with those paid for similar work in the recipient's organization. In those markets in which the required skills are not found in the recipient organization, rates must be consistent with those paid for similar work in the labor market in which the recipient competes for the kind of services involved. In either case, paid fringe benefits that are reasonable, allowable, and allocable may be included in the valuation.

Documentation. The following requirements pertain to the recipient's supporting records for in‐kind contributions from third parties:

a. Volunteer services must be documented and, to the extent feasible, supported by the same methods used by the recipient for its own employees.

b. The basis for determining the valuation for personal services and property must be documented.

 

Question 8: What are independent R&D funds? Can you give an example?
Answer 8: Per the FOA, “Project Teams may not use independent research and development (IR&D) funds to meet their cost share obligations.” However, to answer your question, IR&D funds are defined as R&D initiated and conducted by contractors independent of government control and without direct government funding. IR&D includes: (1) basic research, (2) applied research, (3) development, and (4) systems and other concept formulation studies. IR&D does not include R&D performed under grants or contracts from the Government. So, an example would be a company that is doing research on a topic that is independent of the research being funded by a grant or cooperative agreement.  For more information on IR&D, see the Federal Acquisition Regulations: FAR 31.205-18 Independent research and development and bid and proposal costs.
Question 9: Can the project be led by a non-US entity, with support provided by a US subsidiary?
Answer 9: Per the FOA, “Foreign entities, whether for‐profit or otherwise, are eligible to apply for funding under this FOA.”  “If a foreign entity applies for funding as a Prime Recipient, it must designate in the Full Application a subsidiary or affiliate incorporated (or otherwise formed) under the laws of a State or territory of the United States to be the Prime Recipient. The Full Application must state the nature of the corporate relationship between the foreign entity and domestic subsidiary or affiliate.” For the full description of the eligibility of Foreign Entities, see Section III.A.3.
Question 10: Do you need any documentation of commitment from the members of the project team?
Answer 10: Yes. Please see section IV.D.2, Technical Qualifications and Resources, of the FOA document for the appropriate required documentation.
Question 11: Can you address IP issues and who retains ownership?
Answer 11: Please refer to section VI.C.9 and section VIII.N of the FOA document for further information on Intellectual Property and Data Rights.
Question 12: Will the presentation from the webinar held on 2/11/14 be available to view online?

Question 13: Will a follow up informational webinar be given later for those who are encouraged to submit a Full Application?
Answer 13: No, there will not be any more informational webinars presented for this FOA.
Question 14: Do you need a finalized project team for the concept paper?
Answer 14: A finalized project team is not needed for the concept paper, but the description provided for the concept paper will influence the “encourage/discourage” feedback DOE sends out to applicants.
Question 15: Do project teams need to be decided before the application is submitted?
Answer 15: Yes, project teams will need to be decided before the final application is submitted.  The technical review for the application will be based on the final application submitted on 04/14/2104.  Please refer to the FOA for the Technical Qualifications and Resources requirement.
Question 16: Should the proposal address suitable foundations for the new tower?
Answer 16: Yes, suitable foundations are a part of the integrated systems envisioned for these projects.
Question 17: The Concept Paper seems to be divided into two sections of 5 pages each. Can the length  of the sections vary slightly provided that the paper is 10 pages total?
Answer 17: The concept paper is divided into 2 parts, Technology Description and Addendum.  Both sections have a 5 page maximum as stated in section IV.C of the FOA.
Question 18: Will there be feedback from the concept paper phase or only encourage/discourage?  If there is feedback, will there be an opportunity to respond before the full proposal?
Answer 18: Yes, feedback will be provided.  In section IV.C, the FOA states, “In order to provide Applicants with feedback on their Concept Papers, EERE will include general comments provided from independent reviewers on an Applicant’s Concept Paper in the encourage/discourage notification sent to Applicants at the close of that phase.”  There will not be a separate opportunity to respond to this feedback, but instead the feedback should be used to write the full application.
Question 19: I was not able to get into the audio portion of this webinar since it was done via phone, not online.  Will this be posted anytime soon as a video?

Question 20: Will DE-FOA-0000982 consider technologies that allow wind turbine towers to be taller and yet less massive that current systems, even if the technology is not in the tower itself but lightening the mass of the nacelle and generator that sits atop the tower?
Answer 20:

DOE cannot provide advice on whether an application should be submitted. Please carefully review Section I of the FOA document here - https://eere-exchange.energy.gov/ - to determine whether your concept fits the “Area of Interest” of the FOA.” Please pay particular attention to Section I. C, which highlights applications specifically not of interest. In Section I.C, the FOA states that “Applications for new turbine designs” fall outside the technical parameters specified in Section I.A and will be deemed nonresponsive. It is the intent of this FOA to specifically support development of innovations in tower design, manufacturing and assembly that are scalable to the new generation of larger turbines (e.g. greater than 1 MW capacity).

Question 21: There are specific instructions as to the form and content of the Concept Paper in Sections IV.A. and IV.C. of the FOA. There is also, however, a 'live' web page titled "Concept Paper Details for FOA #DE-FOA-0000982" which appears to be in a completely different format. Which are we to use?
Answer 21:

There is information you will need to input directly into EERE Exchange as part of the Concept Paper submission process, including “General Information”, “Contact Information”, “Team Members”, and “Funds and Costs”.  Please also follow the instructions within Section IV. C. of the FOA document for preparation of your actual Concept Paper and upload it as a single document when you “Upload and Submit” your Concept Paper information within the EERE Exchange website.

Question 22: I cut and pasted the EERE Exchange Support email address from the FOA document but my email came back as undeliverable. What should I do?
Answer 22:

Question 23: We have registered and have access to the Exchange, but we do not see a control number. The FOA indicates the following: " A control number will be issued when an Applicant begins the Exchange application process. This control number must be included with all Application documents, as described below. The Concept Paper, Full Application, and Reply to Reviewer Comments must conform to the following requirements…" We do not see where the control number is displayed.
Answer 23:

You should receive a Control Number when you click the “Apply” button to begin the process of submitting your Concept Paper and applying for the FOA.  Please ensure you are clicking “Apply” within the Summary area for the specific FOA you are interested in. If you still have difficulty, please contact EERE Exchange Support through the email link provided in the FOA Summary area.

Question 24: We are an Egyptian Organization for wind power project, NGO, Non for profit As we have a registration for a patent concerning the future extra large wind turbine BLADE design, we are interested to present our concept for the DE-FOA-0000982 call Please reply explaining if we are eligible, and if this concept title is eligible,
Answer 24:

DOE cannot make eligibility determinations in advance, or advise whether an application should be submitted. Please carefully review the information in Section III of the FOA document to determine whether you are eligible to apply, and Section I to determine whether your concept falls within the Area of Interest of this FOA.

Question 25: Is there any guidance about EERE’s vision about how much foreign licensing vs. manufacture by U.S. Firms is desired?
Answer 25:

DOE intends to support research and development activities that will benefit U.S. manufacturing companies and the U.S  workforce. In addition to a plan to manufacture products resulting from this FOA in the U.S. for sale in the U.S., additional merit may be gained from opportunities for U.S. firms to export to the international market, manufacture abroad for the international market,  or license intellectual property for manufacture by others abroad for the international market.

Question 26: In Section I.C. Regarding the “Applications Specifically Not of Interest”, under the “Applications for New Wind Turbine Designs” which is considered nonresponsive, could you please clarify if a downwind wind turbine rotor is considered a “new wind turbine design”?
Answer 26:

The intent of this FOA is to fund projects with broad applicability to the dominant contemporary turbine architecture in order to establish clear pathways to commercialization of the funded innovations. The fact that “New turbine designs” are NOT of interest in this case means that no turbine design work will be funded under this FOA.   Further, DOE is not interested in funding projects with tower innovations that can only be commercialized along with a specific new turbine design, regardless of who is funding the turbine innovations.

Question 27: Will the concept papers remain confidential? Will they be reviewed by members of industry who may have conflicts of interest? Will the list of companies participating on each winning team be published, or can that remain confidential (subawardees and unpaid participants, not the project lead)?
Answer 27:

The Concept Paper is part of the application and the FOA clearly states on page 46 in the section called “Treatment of Application Information” that EERE will use information contained in applications only for evaluation purposes.  This is supported by 10 C.F.R. § 600.15 - Authorized Uses of Information.  Concept Papers will remain confidential but they are still subject to Freedom of Information Act (FOIA) requests.  If DOE receives a FOIA request, the applicant or recipient would have a chance to state their views to DOE about whether or not its application or award information should be released under FOIA.

 

The FOA also clearly states on page 47 in the section called “Evaluation and Administration by Non-Federal Personnel” that DOE may use non-Federal personnel as reviewers.  It also states that, “The applicant, by submitting its application, consents to the use of non-Federal reviewers.”  While an application may be reviewed by a non-Federal reviewer, those individuals must sign conflict of interest and non-disclosure agreements prior to beginning their review.  Thus, applications will not be reviewed by any non-Federal reviewer who has a conflict of interest with that particular application.  If the reviewer has a conflict of interest, he or she must recuse themselves from review activities for that application.

 

Members of a project team that is selected for award are usually made public when the awards are announced. DOE has no basis for keeping this information confidential after an award is made.
Question 28: I am seeking a grant opportunity for a wind power research project that has the potential to help fund local, state, and federal government. This project uses existing technology but in a unique application. My project does not conform to any grant opportunity that I find currently available. Can you please suggest how I should present my project for consideration?
Answer 28:

Question 29: That said, the University is providing about $20,000 in parts and labor for our wind project. So, the maximum amount of funding we would propose under your opportunity is $100,000. Since you are expecting to make only 2 awards at $1 million/each, would you even consider funding our small wind project, if we submit a proposal?

Please carefully review the information in Section I to determine whether your concept falls within the Area of Interest of this FOA. Applications which do not fall within the Area of Interest as stated in the FOA document will not be considered.

Question 31: My organization just learned of the award opportunity. We are too late to submit the concept paper. Is it still possible to submit a full application?
Answer 31:

Per the Funding Opportunity Announcement document, only potential applicants who submitted a Concept Paper by the deadline of 2/27/2014 are eligible to apply under the FOA.

 

Question 32: Do you know when we can expect to get feedback (encouragement or discouragement) to submit a full proposal for DE-FOA-0000982?
Answer 32:

Encourage/Discourage feedback will be provided on Concept Paper submissions no later than 3/17/2014.

Question 34: I have received a "Response Encouraged" response to my Concept Paper submission for DE-FOA-0000982 and as a first step to completing the Full Application, I have been trying to register at grants.gov. Section III.A.1 of the FOA says quite clearly that individuals are eligible to apply and indeed I submitted my Concept Paper as an individual so naturally I tried to register at grants.gov as an individual. The first step on grants.gov is to enter the number of the funding opportunity for which you are applying and when I enter the number above I am told that number is not on the list of funding opportunities for which individuals are eligible to apply.

No applications will be accepted through grants.gov. As stated on the FOA cover page, to apply to this FOA, Applicants must register with and submit application materials, including Concept Papers and Full Applications through EERE Exchange at https://eere‐Exchange.energy.gov, EERE’s online application portal. EERE will not review or consider submissions submitted through means other than EERE Exchange.

A control number will be issued when an Applicant begins the Exchange application process. This control number must be included with all Application documents, including the Concept Paper, Full Application, and Reply to Reviewer Comments.

Question 35: In VI.c.1.v in the FOA, it says: "Register in grants.gov to receive automatic updates when amendments to the FOA are posted. Accordingly, I tried to register in grants.gov. but my attempt was rejected for the reasons stated in my e-mail.

Question 36: Please can you answer the following regarding project costs: The consortium is required to contribute 20% of the total project costs. For technical consulting work within the project, what constitutes labour costs. Is it: Commercial rates; Commercial rates minus profit margin (typically 10%); Commercial rates minus profit and all overheads

Grants and cooperative agreements may not provide for the payment of fee or profit to recipients or subrecipients. Please see 10 CFR 600.318 for additional information.

Question 37: Appendix C, p. 64, refers to a "DoE provided Excel template" for calculating the LCOE. How does one obtain this?
Answer 37:

Question 39: The expressed objective of the FOA is to identify tower designs/methods of erection which will facilitate the use of hub heights in excess of 120 m. However, the Full Application is to contain a LCOE analysis which, as described in Appendix C, is based on a baseline case consisting of a 1.5 MW turbine with a hub height of 80 m. It is stressed, in bold lettering, that although "applicants may provide additional information on any other configurations of turbine rating, hub height, etc." they are "required to provide the requested information for the 1.5 MW baseline". The inference is that this mean "the 1.5 MW / 80 m hub height" baseline. If so, since the concept upon which our Application is based is directed at towers in excess of 120 m in height (in accordance with the expressed objective of the FOA) and is not expected to be remotely cost-competitive at a hub height of 80 m, what purpose does the required LCOE analysis serve and how does it ensure that "all applications are comparable to the same base case".
Answer 39:

Topic Area 1 will support development and advancements of technologies including, but not limited to, active acoustic devices, passive acoustic devices and/or optical devices. The statement in section I.C of the FOA that “Applications for proposed technologies that are not based on sound scientific principles (e.g., violates the law of thermodynamics)” will not be considered refers to proven scientific principles, not scientific principles for acoustic measurements. DOE is soliciting applications that not only provide engineering solutions which enable higher hub heights for wind turbines; but also lower the cost of energy for wind.  In order to evaluate the impact of the proposed innovations on levelized cost of energy (LCOE), DOE needs a standard to compare the cost data against.  The baseline LCOE case that each applicant enters for a hub height of 80m, using 1.5 MW turbines, simply serves to verify how the assumptions the applicant made regarding their technology compare to the DOE baseline case in all important LCOE cost categories.  The review committee can then analyze the applicant’s LCOE data for the proposed innovative, taller hub height scenarios in this context.  Using the DOE baseline, the applicant baseline, and applicant’s innovative LCOE scenarios, the review committee will be able to determine what effect each particular innovation would have on the levelized cost of energy calculation without any assumptions which differ from DOE’s baseline in non-innovative cost categories altering the perceived overall LCOE results.    As stated in the FOA in Appendix C, “…increasing a turbine’s hub height may increase costs for systems such as tower, foundation, turbine installation etc… but may still be worthwhile due to the increase in energy production, resulting in an overall LCOE reduction.”

 

Question 40: Is there a power point template for the slide required in the proposal? Often DOE will provide one.
Answer 40:

There is not an example, but the description of slide content is listed in the FOA in section  IV.D.6. “The Summary Slide template requires the following information:

 

·         A technology summary;

·         A description of the technology’s impact;

·         Proposed project goals;

·         Any key graphics (illustrations, charts and/or tables);

·         The project’s key idea/takeaway;

·         Project title, Prime Recipient, Principal Investigator, and Key Participant information; and,

·         Requested EERE funds and proposed applicant cost share.”

 

 

Question 41: I have successfully uploaded a few files to the FA as required with pdf extension. I have tried to up load the power point slide that was created with Microsoft 2007 and the extension pptx but the site indicated that this extension was not acceptable. What version of power point and what extension will be accepted?
Answer 41:

The EERE Exchange settings have been updated and you should now be able to submit the required slides using either .ppt or .pptx.

Question 42: I input the lead organization at 100%. I then input all team members with their percent contribution but cannot reduce the lead organization from 100%.The site will not allow submission unless the other members contributions are reduced to zero each to total 100% There does not seem to be a way to change the lead contribution percent.
Answer 42:

If you go back to the first tab, titled “General”, there is a place near the bottom of the screen to input the Lead Organization’s percentage of total contribution. Question 43: I am trying to complete the Cost of Energy (LCOE) analysis for the Cost/Benefit Analysis requested in the FOA. I was wondering if you could provide instructions on how to calculate the applicant inputs. At the moment we are proposing a prototype demonstration of a taller tower design (not an actual tower). Costs of the tower are not currently available. Please advise.
Answer 43:

The applicant will have to estimate the cost of fabricating their tower design, and provide the justification that supports that estimate.

How the applicant estimates tower costs will be dependent on their particular design/concept.  DOE is not able to estimate the cost of an applicant’s design.

Question 44: I am facing difficulty to upload “Summary for Public Release” document under “upload and submit” tab. It does not allow you to upload a pdf file. “Summary for Public Release” files is supposed to be a pdf per the FOA documents. But the system allows only PowerPoint.
Answer 44:

The settings within the EERE Exchange system have been updated and you should now be able to upload the "Summary for Public Release" as a pdf file. Please advise if this is not the case.

Question 45: In reference to the LCOE Cost/Benefit Analysis, the instructions state that it is an excel spreadsheet, however, it is actually a pdf. Is an excel format available? I am trying to obtain the actual formulas used to calculate the numbers. Is the formula for calculating the $/kw available? Please advise as the Q&A’s do not address this.
Answer 45:

The unit $/kW is simply the total value of all the elements in a cost category, such as “Tower”, divided by the capacity rating of the turbine (for instance 3 MW, or 3,000 kW) for which the tower is designed.

Applicants are encouraged to review the NREL “Cost of Wind Energy Review” referenced in Q&A #43 in order to understand how cost of energy is calculated by DOE; however, for the purposes of this proposal, information is requested only on those cost categories directly related to or influenced by the proposed innovative tower and installation system. As indicated in the notes, applicants should provide cost  information on their proposed systems at the 80m baseline, as well as at higher heights as appropriate to their proposal.

The "Appendix C - LCOE Calculation Guidance" document found in the "Required Application Documents" within the initial summary screen for this FOA has been replaced with an Excel version. While you are not required to use this template to submit the LCOE information, the template does show the specific information you are required to submit.  

While four key spreadsheet cost categories are provided in Table 2 within the FOA document, “applicants are encouraged to add more detailed cost expenditures and savings with additional rows if needed” to highlight the perceived advantages of their proposed integrated system design. 

Question 46: The table on p. 1 of the FOA gives the "Submission Deadline for Replies to Reviewer Comments" on the Full Application as 5 pm on 5/16/14. Section IV.F. of the FOA says that: "Applicants will have two business days to prepare a short reply to Reviewer Comments". Since Reviewer Comments have not yet been received, has this deadline been revised and are you able to provide the new deadline?

You should receive Reviewer Comments very shortly. The deadline to reply to Reviewer Comments has been updated to 05/20/2014, 5:00 PM EST, per Modification 0001 to the FOA. You will be able to upload replies within EERE Exchange until that date and time.

Question 48: What happens to "Replies to Reviewer Comments?"

Per Section IV. F. of the FOA, “EERE has not established separate criteria to evaluate Replies to Reviewer Comments. Instead, Replies to Reviewer Comments are attached to the original applications and evaluated as an extension of the Full Application.”

 

Question 49: What has happened to the selection process for FOA0000982? According to the timetable in the Announcement, Selection Notification was expected to be on July 14.
Answer 49: Applications are still under review.  Applicants will be contacted when selections have been made.
